The instructions from Chanel's website are detailed, I can't do much better:

"Outline your lips, then apply lipstick with the brush. For a more matt effect, colour the whole lip area with the crayon, then blend with the brush."

Use this in conjunction with any of Chanel's lipsticks like Aqualumiere for devastating effect.
